Miguel Albuquerque remarks and announcements
On Wednesday, Miguel Albuquerque, the President of the Madeira Regional Government, made a speech on the evolution of the Covid-19 pandemic and announced new measures to fight it. Important announcements were made on testing for
travellers arriving in the Region and on guidelines for the Christmas and New Year festivities. Below is a summary of his speech:
Miguel Albuquerque thinks the pandemic is under control because all Covid-19 connections and local transmission circuits are currently known. He explained the current epidemiological situation in Madeira is not comparable at all with
that of the rest of the country, which means there is no need for Madeira to introduce confinement or a ban on travel between municipalities. Indeed, he assured that the Portuguese Government
decree renewing the state of emergency from the 24th of November (00h00) until the 8th of December (23h59) will not be applicable in the Autonomous Regions of Azores and Madeira. He also reinforced the need to avoid community
transmission.
Regarding testing, he was asked if mass testing of the population, as carried out in some Asian countries, would be a more efficient strategy. He said Madeira had already carried out a high number of tests (twice the national average)
and had to test with some rationality and aims. He highlighted professionals from risk jobs have been tested, testing have been carried out in the night places (airports, ports) and so far the procedures have been successful. He also
informed Madeira will spend over €12M on testing until the end of the year. He assured that the Region is ready to reinforce its testing capacity to cope with increasing demand from the 172 additional flights TAP is scheduled to
operate. He explained there are currently 25 testing stations and the infrastructure is in place to deal with an increase in the number of tourists and visitors. He also praised staff from the Tourist, Healthcare and Security sector for
their meritorious work at the airport.
Furthermore, he also announced that all Madeira residents, emigrants and students who have arrived at the Region’s airports and flown in from outside the Autonomous Region of Madeira will have to be tested twice, during an experimental
period from the 27th of November until the 11th of December (23h59).
According to him, Madeira expects to receive about 200,000 doses of a Covid-19 vaccine. He added that a task force has been activated in order to plan for its arrival and distribution.

Madeira Regional Government to announce new Covid-19 preventive measures on Wednesday
On Monday, Miguel Albuquerque (President of the Madeira Regional Government) informed that new and additional Covid-19 preventive measures will be announced on Wednesday. As for the possible return of the State of Emergency in the
Portuguese mainland, he thinks it should have already been restored.
Schools took preventive measures after Covid-19 cases
Escola Salesiana do Funchal took preventive measures after being informed that the father of a Year 7 student had tested positive for Covid-19. The father himself acted very responsibly and contacted the school to inform of his
diagnosis. This allowed the school to implement preventive measures very quickly, particularly because all students from that same class had reportedly attended the same birthday party. The entire class was advised to go into isolation
and Covid-19 tests have been carried out on them.
Colégio de Santa Teresinha, in Funchal, also activated their contingency plan after a student tested positive for Covid-19. The student’s 22 classmates are now in isolation.
Yellow level warning due to rough seas
A yellow level warning was issued in Madeira due to rough seas. The warning
is applicable to the north shore of Madeira Island and the entire island of Porto Santo, with 4-meter high waves expected from 12h00 until 18h00 (today). The warning will be in effect until today (Wednesday). Autoridade Marítima
Nacional (AMN – National Maritime Authority) advised the population to remain vigilant while at sea or in coastal areas; to avoid walking by the sea or coastal areas, on beaches and cliffs; to avoid practicing sports in areas that are
exposed to heavy seas; to avoid recreational fishing in areas that are hit by waves and to reinforce the mooring and anchoring of vessels.
Transavia suspended flights between Madeira and Porto
On Friday, Transavia has temporarily suspended flights between Funchal and Porto due to Covid-19 restrictions in France. Staff from Jornal de Notícias searched for future flights on this route and discovered there will be no flights
until the 2nd of December. Transavia explained passengers are entitled to a refund if their flight is cancelled. Alternatively, they can change their booking and choose a new flight, for a travel until the 30th of October 2021, without
incurring any charges for re-booking.
