Covid-19 update
There were 26 new Covid-19 cases and 5 recoveries from Covid-19 in Madeira since the previous Madeira Situation Report.
On Wednesday, there were 9 new Covid-19 cases (from 1 passenger who had arrived from the UK, Germany, Poland, Italy, Finland, Australia and Northern Portugal and 2 cases of local transmission) and no recoveries. On Thursday, there were
4 new Covid-19 cases (from 2 passengers who had arrived from the UK and 1 who had arrived from the Czech Republic and 1 case of local transmission linked to a recently diagnosed patient) and 3 recoveries. And on Friday, there were 13
new Covid-19 cases (from 2 passengers who had arrived from the Lisbon and Tagus Valley Region, 2 who had arrived from the Czech Republic, 1 who had arrived from Poland, 1 who had arrived from the Netherlands and 7 case of local
transmission) and 2 recoveries.
There are currently 172 active cases, of which 152 were imported and identified through airport screening, while the other 20 were a result of local transmission. So far, there have been 440 cases and 268 recoveries. As for the active
cases, 138 are from non-residents while 34 are from Madeira residents. Madeira remains the only Portuguese district and autonomous region without any deaths from Covid-19.There are currently 80 patients in isolation at a dedicated
hotel, 90 patients in isolation at their own accommodation and 2 patients hospitalised in the Covid-19 unit at Hospital Dr. Nélio Mendonça.
There are currently 25 suspected cases under epidemiological investigation and analysis, 9 of which were identified through airport screening while 16 are linked to patients who tested positive for Covid-19 or two calls made to the
SRS24 helpline. As of Friday, there had been 1900 suspected cases, of which 1,460 were not confirmed. There are 6,452 people under active monitoring and 9,841 people in self-monitoring. Monitoring is being carried out by the health
authorities of the Region’s Municipalities through the ‘MadeiraSafetoDiscover’ app.
As for Covid-19 testing on passengers who had arrived at Funchal and Porto Santo airports, 97,242 samples had been collected until Friday (at 16h30). Overall, 149,561 samples have been processed in the Autonomous Region of Madeira. The
SRS 24 helpline (Regional Health Service – 800 24 24 20) received 206 calls from Tuesday to Friday. Overall, the total number of calls made to this helpline is 14,488. The Covid-19 mental health helpline (219 212 399 – available every
day from 9h00 to 21h00) that was set up to provide emotional and mental support to people in Madeira has received 2,364 calls, with 195 people being monitored.
More details on the 7 cases of local transmission
The Madeira health authorities informed that 2 civil servants from the Madeira Social Security Institute (Instituto de Segurança Social da Madeira) and 3 relatives of one of the (2 young students and 1 adult) tested positive for
Covid-19. In addition, the epidemiological investigation on a case that was diagnosed this week enabled another case to be identified. The other case of local transmission is of young student who is linked to a recently diagnosed
Covid-19 case and who had already been in isolation for a week and under monitoring by the health authorities. As a result of these cases, the Madeira Social Security Institute, 2 schools in the Municipality of Funchal and the
Municipality of Funchal activated their contingency plans.
Miguel Albuquerque remarks
After the confirmation of several cases of local transmission of Covid-19, Miguel Albuquerque, the President of the Madeira Regional Government made several remarks regarding the pandemic. He appealed for calm and believed the situation
will be under control, particularly because the young student who had tested positive had already been in isolation for a week. He called on parents and schools to comply with the rules and assured the Regional Health Service is
monitoring the evolution of the pandemic. Although he ruled out the existence of community transmission, he said it is likely that new cases will be detected since there has been an exponential increase in the number of cases.
Furthermore, he said big restrictions will likely have to be introduced if the current pandemic situation continues. He also reminded that the sale of alcoholic drinks will be banned during the public Christmas festivities and that all
care will be taken to avoid gatherings. He finished by saying there will be the traditional Christmas lighting, because it is about the psychological side of things and the Christmas spirit is part of what being a Madeiran is all about.
Fines for not wearing face masks
The use of face masks will be mandatory in public places where for social distancing is not possible. Failure to comply will result in a €100 to €500 fine for individuals and a fine of up to €5,000 for businesses, with 75% of the money
generated going to the Autonomous Region of Madeira and 25% going to ARAE (Autoridade Regional das Atividades Económicas – Regional Economic Activity Authority).

More than 27,000 vaccine doses administered in Madeira.As of the 28th of October, 27,756 doses of the flu vaccine were administered, with 55% being administered to people aged 65 or older. The vaccination campaign started on the 28th of
September and vaccines can be administered from Monday to Saturday in places such as health centres, care homes, day centres and at home. A total of 56,000 doses were purchased by the Madeira Regional Government for a total cost of
€460,000.

Wizz Air flights from the UK to Madeira.
Wizz Air announced it will be launching flights between London Luton and Madeira. The first flight will take place on the 15th of December. There will be flights on Tuesdays and Saturdays.
Water supply disruption
There will be several water supply disruptions next week in the Parish of Estreito de Câmara de Lobos, due to scheduled work on the water supply network to prevent water leaks. The following areas will be affected:

Covid-19 update
There were 56 new Covid-19 cases and 16 recoveries from Covid-19 in Madeira since the previous Madeira Situation Report. Although Madeira has just witnessed the biggest 7-day increase in the number of Covid-19 infections (101 cases in
the last 7 days), most cases were detected through airport screening and only a handful were cases of local transmission.
On Saturday, there were 15 new Covid-19 cases (from 8 passengers who had arrived from the UK, 3 who had arrived from France, 2 who had arrived from Northern Portugal and 2 cases of local transmission and 2 recoveries.
On Sunday, there were 8 new Covid-19 cases (from 5 passengers who had
arrived from the UK, 2 who had arrived from the Czech Republic and 1 case of local transmission linked to a recently diagnosed patient) and 2 recoveries.
On Monday, there were 19 new Covid-19 cases (from 6 passengers who had arrived from Poland, 5 who had arrived from the UK, 4 who had arrived from France, 3 who had arrived from Germany and 1 who had arrived from the Czech Republic) and
5 recoveries
And on Tuesday, there were 14 new Covid-19 cases (from 9 passengers who had arrived from the UK, 2 who had arrived from Germany, 1 who had arrived from Poland ,1 who had arrived from Northern Portugal and 1 case of local transmission)
and 7 recoveries.
There are currently 151 active cases, of which 141 were imported and identified through airport screening, while the other 10 were a result of local transmission. So far, there have been 414 cases and 263 recoveries. As for the
active cases, 128 are from non-residents while 23 are from Madeira residents. Madeira remains the only Portuguese district and autonomous region without any deaths from Covid-19.
There are currently 75 patients in isolation at a dedicated hotel, 75 patients in isolation at their own accommodation and 1 patient hospitalised in the Covid-19 unit at Hospital Dr. Nélio Mendonça.
There are currently 37 suspected cases under epidemiological investigation and analysis, 21 of which were identified through airport screening while 16 are linked to patients who tested positive for Covid-19. As of Tuesday, there had
been 1874 suspected cases, of which 1,460 were not confirmed.
There are 7,724 people under active monitoring and 8,697 people in self-monitoring. Monitoring is being carried out by the health authorities of the Region’s Municipalities through the ‘MadeiraSafetoDiscover’ app.
As for Covid-19 testing on passengers who had arrived at Funchal and Porto Santo airports, 95,279 samples had been collected until Tuesday (at 17h00). Overall, 147,085 samples have been processed in the Autonomous Region of Madeira.
The SRS 24 helpline (Regional Health Service – 800 24 24 20) received 193 calls from Friday to Tuesday. Overall, the total number of calls made to this helpline is 14,282.

Regional Government looking for another hotel to host Covid-19 patients
Miguel Albuquerque, the President of the Madeira Regional Government, confirmed the Regional Government has been meeting with hotel owners in order to find another hotel where Covid-19 patients can stay. Infected tourists will have to
cover some of the cost of staying in isolation in a hotel. He is very concerned with the spread of the pandemic in Portugal and reinforced his appeal for all precautions to be taken. As for mandatory use of face masks in Portugal, he
said the Regional Parliament will have to legislate on this but that the Madeiran people have been complying with this recommendation for a long time.
New equipment to transport patients with infectious diseases
Two innovative pieces of equipment that can safely transport patients with infectious diseases, particularly Covid-19, were purchased by the Madeira Regional Government, through its Regional Civil Protection Service (Serviço Regional de
Proteção Civil). According to Pedro Ramos, the Madeira Health and Civil Protection Secretary, Capsule BIO-BAG EBV – 30/40IN-CH is a mobile equipment that enables a patient with infectious diseases or with weak a immune system to be to
be safely moved while protecting them from exposure to outside elements. It allows contact with patients to be safely and efficiently.
Miguel Albuquerque worried with risks of sports teams travelling into the mainland
The President of the Madeira Regional Government is worried with non-professional sports teams travelling into the mainland. As a result, the Regional Government will announce preventive measures on Wednesday. One of the measures could
be the requirement of a second Covid-19 test linked to mandatory quarantine. It is currently attempting to reach a consensus with sports federations and associations so as to prevent infections in places where athletes meet, such as
schools. Miguel Albuquerque appealed once again for the population to travel only if necessary.
12 ambulances acquired
The Regional Civil Protection Service (Serviço Regional de Proteção Civil) will start public tender for the acquisition of 12 ambulances, with each costing €660,000. The Regional Government expects to invest over €700,000 on this
project. The ambulances will increase the fleet of several fire services and Portuguese Red Cross Delegations and will increase the ability to provide pre-hospital emergency care and to reply to emergency calls to the European Emergency
Number (112).

TUI UK start Madeira flights
TUI OK started flights to Madeira on Monday. It brought forward the first flight by two months. The 189-seat aircraft carried 180 passengers on the London Gatwick-Funchal flight. TUI OK is planning to have 1 weekly flight to Madeira,
although this number could increase.

Madeira for a short period of time and who tested positive for Covid-19 after returning home.

identified through airport screening, while the other 9 were a result of local transmission. So far, there have been 358 cases and 247 recoveries. Madeira remains the only Portuguese district and autonomous region without any deaths
from Covid-19.There are currently 59 patients in isolation at a dedicated hotel and 52 patients in isolation at their own accommodation. A patient who had at the Covid-19 unit at Hospital Dr. Nélio Mendonça was discharged and will be in
isolation at home.

Situation of Calamity extended and Covid-19 testing clarification
On Thursday, the Madeira Regional Government extended the State of Calamity in Madeira until the 30th of November. In addition, it clarified that healthcare, education, higher education, social and civil protection staff and higher
education and Erasmus students must undertake a 2nd Covid PCR test between the 5th and 7th day following the arrival at Madeira Airport.

Madeira carrying out 2,000 Covid-19 tests per day
Pedro Ramos, the Madeira Health and Civil Protection Secretary, said that while Madeira carried out about 50 Covid-19 tests per day at the start of the pandemic in March, at the moment Madeira has been carrying out about 2,000 tests per
day. This figure is consistent with the number of passengers landing at the archipelago’s airports.
Mandatory Covid-19 test for passengers of the first cruise ship docking in Madeira
Seadream I, carrying about 100 passengers will be the first cruise ship to dock in Madeira since the start of the Covid-19 pandemic. It is due to dock today. Passengers who would like to disembark must present evidence of a negative
Covid-19 test or be tested on arrival. Pedro Ramos, the Madeira Health and Civil Protection Secretary, said the testing strategy will be similar to the one that was implemented at the Region’s airports. He finished by saying whoever
would like to disembark in Funchal must be tested even if the ship will docked for less than 12 hours, which is the amount of time it usually takes for the test results to be announced.
Miguel Albuquerque, the President of the Madeira Regional Government, reacted to the cruise ship arrival by saying the disembarking of cruise ship passengers in Madeira is not very worrying. However, he said it is concerning for the
local economy because the passengers stay will be very limited. He reminded that 495,000 cruise ship passengers disembarked last year and generated €50M in revenue. Although this year’s figures will be lower, Madeira will not relinquish
safe disembarking procedures.
German tourist missing after falling into the sea
A German tourist is missing after falling into the sea on Thursday afternoon, next to the dock in São Jorge, in the Municipality of Santana. The National Maritime Authority (Autoridade Marítima Nacional) is cooperating with the Regional
Civil Protection Service (Serviço Regional de Protecção Civil) in the coordination of the search operation.On Friday, the Maritime Police (Polícia Marítima), Santana Fire Service (Bombeiros Voluntários de Santana), Public Security
Police (Polícia de Segurança Pública – PSP) and a drone were used for the search on land. A drone, a Funchal Lifeguard (Estação Salva-vidas do Funchal) vessel and a SANAS (Corpo Voluntário de Salvadores Náuticos – a sea rescue volunteer
group) vessel were used for the search at sea. A Portuguese Air Force helicopter also provided assistance in the search operation.
The search operation will continue today and a Portuguese Air Force Merlin helicopter will likely provide assistance. Adverse sea conditions and high waves are preventing a wider search at sea. Despite this, the use of Civil Protection,
Fire Service and PSP drones is ensuring the search continues.

On Saturday, there were 3 new Covid-19 cases (from 1 passenger who had arrived from Italy, 1 who had arrived from the Netherlands and 1 who had arrived from the Lisbon and Tagus Valley Region) and 12 recoveries.
On Sunday, there were 7 new Covid-19 cases (from 2 passengers who had arrived from the UK, 1 who had arrived from Venezuela, 1 who had arrived from the South of Portugal and 3 as a result of local transmission) and 3 recoveries.

Mandatory Covid-19 testing after trips lasting less than 72 hours
From Thursday onwards, every person who leaves the Region, even if for a period of less than 72 hours, must be tested for Covid-19 on arrival at Madeira’s airports. Miguel Albuquerque, President of the Madeira Regional Government,
announced this decision yesterday.

Municipality of Funchal activated contingency plan after employee tested positive for Covid-19
An employee from Sociohabita (belonging to the Municipality of Funchal) tested
positive for Covid-19 after 2 negative tests had been carried out since his return from holidays. The employee had been in self-isolation at his home since Saturday, the day when he started showing symptoms. He was tested once again on
Monday evening. The Municipality of Funchal activated its contingency plan as soon as it was informed of the employee’s positive test result. It is currently cooperating with the health authorities to identify all possible contacts. The
floor where Sociohabita’s office is located and where the employee works has been cordoned off and will be disinfected today. This Covid-19 case is one of the 3 new cases that were announced on Tuesday.
First Covid-19 case at a Madeira school
On Sunday, a pupil from Escola Bartolomeu Perestrelo tested positive for Covid-19. His case is linked to that of a relative who had arrived from Porto and who had not complied with the isolation requirement while waiting for the result
of a Covid-19 test that had been carried out on arrival at the airport. In accordance with the contingency plan and the guidance from the regional health authorities, 40 pupils were identified and are currently in quarantine. The pupils
are from 2 different classes, with 1 being the pupil’s class and the other linked to 3 pupils who had direct contact with the infected pupil. The remaining pupils carried on with the normal school activities while complying with safety
guidelines. So far, there are not any teachers in isolation.

79 positive Covid-19 test results on Madeira-bound travellers
Pedro Ramos, the Madeira Health and Civil Protection Secretary, informed that 35,000 Covid-19 tests have been carried at laboratories in the Portuguese mainland since the 1st of July. These tests were carried out on passengers who had
planned to travel to Madeira. The Madeira Regional Government paid for the tests, which were carried out at laboratories it had signed contracts with. A total of 79 tests came back positive and as a result such passengers did not travel
to the Madeira archipelago. Pedro Ramos used this data to reinforce the importance of Covid-19 tests being carried out at the point of departure, rather than on arrival in Madeira.
Municipality of São Vicente will distribute reusable face masks
The Municipality of São Vicente informed it will
once again distribute reusable face masks in the Municipality’s schools. All students aged 6 or older and all teaching and non-teaching staff from primary and secondary schools will receive a package containing 2 face masks and an
instruction booklet. As part of its Covid-19 pandemic and mitigation strategy, the Municipality had decided to produce its own face masks with the assistance of workers from
Programa Municipal de Formação e Ocupação em Contexto de Trabalho (a municipal work scheme). This is another contribution from the Municipality in providing assistance to the community.

Plenty of work for the fire service and municipal workers in Câmara de Lobos due to heavy wind
Heavy wind on Tuesday forced the fire service and municipal employees to spend hours removing big branches from several streets in the Câmara de Lobos town centre. As a result, traffic was disrupted in some areas due to the big size of
the branches. Despite the situation, there have not been of any victims or material damage.
Flooding at Praia Formosa
The heavy rain that fell on Sunday evening and in the early hours of Monday caught the local population and drivers by surprise in some areas near Praia Formosa, in Funchal. There were reports of flooding, falling rocks, landslides,
flooded streets, floods and flight disruptions.

Covid-19 update
- There were 20 new Covid-19 cases and 5 recoveries from Covid-19 in Madeira since the previous Madeira Situation Report.
- On Wednesday, there were 5 new Covid-19 cases (from 5 passengers who arrived from the UK and 1 who had arrived from Spain).
- On Thursday, there were 9 new Covid-19 cases (from 2 passengers who had arrived from the UK, 2 who had arrived from Poland, 2 who had arrived from Brazil, 1 who had arrived from Switzerland, 1 who had arrived from the Lisbon and
Tagus Valley Region and 1 case of local transmission) and 5 recoveries. - And on Friday, there were 6 new Covid-19 cases (from 4 passengers who had arrived from the UK, 1 who had arrived from Venezuela and 1 who had arrived from Belgium) and 8 recoveries.
- There are currently 106 active cases, of which 100 were imported and identified through screening at Funchal Airport, while the other 6 were a result of local transmission. So far, there have been 310 cases and 204 recoveries.
Madeira remains the only Portuguese district and autonomous region without any deaths from Covid-19. - There are currently 59 patients in isolation at a dedicated hotel and 47 patients in isolation at their own accommodation, The patient who had been hospitalised in the Covid-19 unit at Hospital Dr. Nélio Mendonça was discharged from
hospital. - There are currently 9 suspected cases under epidemiological investigation and analysis. These were identified through screening at Madeira Airport. As of Friday, there had been 1770 suspected cases, of which 1,460 were not

The SRS 24 helpline (Regional Health Service – 800 24 24 20) received 147 calls from Tuesday to Friday. Overall, the total number of calls made to this helpline is 13,743.The Covid-19 mental health helpline (219 212 399 – available
every day from 9h00 to 21h00) that was set up to provide emotional and mental support to Madeira residents has received 2,304 calls, with 190 people being monitored.

Italian tourist in isolation after escaping from hotel before receiving Covid-19 test result
An Italian tourist is in isolation at a location chosen by the Madeira regional health authorities after escaping from her hotel while waiting for her Covid-19 test result. She had been tested for Covid-19 on Thursday at Funchal Airport
and had been ordered to remain in her hotel while waiting for the test result. She had toured Funchal and a rapid test was carried out on her at Hospital Dr. Nélio Mendonça to check if she is infected with Covid-19. The regional health
authorities are urgently trying to determine if an epidemiological investigation is required on all people she came into contact with while touring Funchal. She is currently in isolation and under heavy surveillance by the regional
health authorities.

No public festivities during Christmas
The Madeira Regional Government confirmed that this year there will only be the traditional Christmas lighting and New Year fireworks display. It also wants to do its utmost to prevent alcohol sales and consumption on the streets
because they cause gatherings. Miguel Albuquerque, the President of the Madeira Regional Government, joked that people start hugging and kissing each other after having 3 drinks and that this is not convenient.
Miguel Albuquerque continues to call for Covid-19 testing before flights
Miguel Albuquerque, President of the Madeira Regional Government, once again called for all passengers, particularly those who travel through European airports, to be tested for Covid-19 before boarding their flights. He argues this is
one way of improving safety and increasing the number of passengers moving around Europe.He was also asked if Madeira has to adapt to the measures the government approved. He replied that Madeira has been under a situation of calamity
for a long period of time, the use of face masks is mandatory in public places and has been successful in preventing infections and the Region has already implemented the use of the ‘MadeiraSafetoDiscover’ app. Indeed, he said the
Madeira Regional Government will ask the Portuguese Government to include the ‘MadeiraSafetoDiscover’ app in the legislation because it has been used in the Region for a long time.
Free flu vaccine at Madeira health centres
The second phase of the flu vaccination campaign will start on the 19th of October. It will be aimed at all people aged 65 or older, people with chronic illnesses and other people who belong to at-risk groups. The aim is to vaccinate
all people who belong to at-risk groups. The vaccination campaign started on the 28th of September. So far, many people, mostly pregnant women and healthcare, civil protection and social care professionals, have been vaccinated. The
Madeira Regional Government has purchased 56,000 vaccine doses for a total cost of €460,000. This year there was a bigger investment on the purchase of more vaccine doses in order to ensure a larger proportion of the population is
vaccinated against flu. The vaccine is free of charge and is available in the health centre that serves a person’s area of residence. All a person needs to do is to visit a health centre and the vaccine could be administered safely and
quickly, on the same day. Teams of healthcare professionals will be available at health centres to administer the vaccine and there will be flexible opening hours to make it easier for the population to be vaccinated.
Persistent rain and heavy winds in the Madeira archipelago
From the 18th until the 20th of October, heavy and persistent rain is forecast, particularly in mountain areas and on the 20th. There will be heavy winds, with gales between 70 and 90 km/h, which could even be over 100 km/h at higher
altitude during the evening between the 19th and 20th of October. There will also be heavy seas from the 18th of October.
Porto Santo Line cancelled all Porto Santo ferry services on Sunday and on Monday
Porto Santo Line has cancelled all Porto Santo ferry services on Sunday and on Monday, due to bad weather that is forecast on the next days and that poses a risk to the safety of the ferry and its passengers. Passengers can rebook their
tickets by visiting one of Porto Santo Line counters or calling (+351) 291 210 300 (on weekdays from 09h00 to 12h00 and from 14h00 to 18h00). Porto Santo Line apologised for any inconvenience caused by this situation.
Fares discount on Madeira-Canary Islands flights
Binter has reduced fares on flights between Madeira and the Canary Islands. The discount will apply to flights booked until the 31st of October, for travel between the 16th of December and the 15th of January 2021. Fares will start at

Covid-19 update
There were 20 new Covid-19 cases and 5 recoveries from Covid-19 in Madeira since the previous Madeira Situation Report.
On Saturday, there were 7 new Covid-19 cases (from 5 passengers who arrived from Venezuela, 1 who had arrived from the Lisbon and Tagus Valley Region and 1 who had arrived from Central Portugal).
On Sunday, there were 6 new Covid-19 cases (from 2 passengers who had arrived from the Czech Republic, 1 who had arrived from Poland, 1 who had arrived from Spain, 1 who had arrived from the UK and 1 who had arrived from the Lisbon and
Tagus Valley Region) and 2 recoveries.
On Monday, there were 2 new Covid-19 cases (from 2 passengers who had arrived
from Poland) and 2 recoveries.
And on Tuesday, there were 5 new Covid-19 cases (from 3 passengers who had arrived from Vezenuela, 1 who had arrived from the UK and 1 who had arrived from Northern Portugal) and 1 recovery.

Travel corridor appeal to the British Ambassador
Miguel Albuquerque, the President of the Madeira Regional Government, has written a letter to the British Ambassador to Portugal, highlighting Madeira’s position as one of “the safest tourist destinations” in Europe and asked for his
“personal support and commitment” in ensuring Madeira remains on the UK travel corridor.

Miguel Albuquerque, the President of the Madeira Regional Government, sent
Cristiano Ronaldo his best wishes and hoped for a “speedy and swift recovery”. The football player, who was born and grew up in Madeira, had tested positive for Covid-19 on Tuesday.
“At this most difficult moment for our great Cristiano Ronaldo, I wish him, with friendship, esteem and admiration, a swift recovery. I know he will soon be back to the football pitches, where he is happy, and to scoring the superb
goals we are used to watching. The best player in the world will come back even stronger and with the stamina, intensity, determination and humility that are his hallmarks. We will be here to witness it.”
Urgent need for Covid-19 testing at the point of departure
Miguel Albuquerque, the President of the Madeira Regional Government, said tourism in Madeira is still facing a critical situation and urged
the European Union to promote its recovery and to introduce mandatory
Covid-19 testing for passengers at the point of departure. He said it is “urgent” to adopt measures to “promote and stimulate” tourism at a European level. He added that he has been asking for months for mandatory Covid-19 testing for
passengers at the point of departure. He said “this should have already been in place “by everybody and for a long a time”.
Reinforcing this, Pedro Ramos, the Madeira Health and Civil Protection Secretary, praised once again the screening policy for all passengers arriving at Madeira Airport and said this should have been carried out at the point of
departure in all EU member-states. He added that he hopes this will be the main policy Portugal will propose when it takes over the Presidency of the European Council in 2021. He said such a policy will make tourism safe and Madeira
will then benefit from tourism, a very important sector for its economy.
Deal signed to provide financial support for fishermen
Teófilo Cunha, the Secretary of Sea and Fisheries, signed the first contracts to provide a special financial support package to fishermen and owners of fishing vessels, so as to reward them for the work they carried out in May, June and
July. Teófilo Cunha said that despite it being a difficult and uncertain period of time, “these fishermen and owners of fishing vessels did not cease their work, kept the economy open, thus ensuring the supply of fish to the population”
and highlighted the commitment he had made with fishermen and owners of fishing vessels.
The Regional Government has set aside €1,250,000 from the Region Budget in order to support fishermen and owners of fishing vessels. A fisherman will be entitled to receive €438,81 for each month of work and owners of fishing vessels
will be entitled to receive €766, a sum that could be increased in accordance with the size of the vessel. The minimum amount of monthly financial support is expected to be €438,81.
With the number of Covid-19 cases rising once again, Teófilo Cunha was asked if the Regional Government is considering strengthening this financial package. While he did not make any commitment, he did not rule it out either. He stated
that “the Government is always ready to help the fishing sector and fishermen”.

SESARAM doctor infected with Covid-19
A SESARAM (Madeira Health Service) doctor is infected with Covid-19. The doctor left the Autonomous Region of Madeira at the start of the month and was tested in the Covid-19 screening facilities at Funchal airport. Since then, he has
been in isolation. SESARAM decided to clarify the situation after inaccurate information had been spread. It highlighted the fact that the doctor has been away from work since the 1st of October (before leaving the Region) and asked for
care to be taken when dealing with new information and for it to be checked with the appropriate institutions, in order to prevent alarm and fear amongst the population.

50 nurses recruited by the Madeira Regional Health System
SESARAM (Madeira Health Service) have recruited 50 nurses and 25 of them have already started working. A welcome ceremony took place on Wednesday, in which Pedro Ramos, the Madeira Health and Civil Protection Secretary, stated that the
success of organisations is directly linked to health professionals. He added that the Regional Government has had extreme care when dealing with different professional groups, such as nurses. He informed that healthcare staff have been
given allowances and the opportunity for career progression. These represent an investment of about €20 million that will be gradually used until 2021.

Deal on financial support for fishermen to be agreed on Monday
Teófilo Cunha, the Secretary of Sea and Fisheries, and Rui Fernandes, the regional director of Fishing, will sign the first contracts to provide an special financial support package to fishermen and owners of fishing vessels so as to
make up for lost earnings in May, June and July, a period of time in which the Regional Government introduced several measures to fight the Covid-19 pandemic. The first contracts will be signed on Monday, at 15h00. The Regional
Government has set aside €1,250,000 from the Region Budget in order to support fishermen and owners of fishing vessels. A total of 750 applications have been received. The minimum amount of monthly financial support is expected to be
€438,81.
More than 1,600 healthcare staff have been vaccinated against flu
Since the 28th of September, more than 1,600 healthcare staff from SESARAM (Madeira Health Service) have been vaccinated against flu. This figure reveals a good level of adherence to this vaccination campaign. The second phase of the
flu vaccination campaign will start on the 19th of October and will be focused on focus groups that are entitled to free vaccination, including people aged 65 or older. Pedro Ramos, the Madeira Health and Civil Protection Secretary,
informed that the Madeira Regional Government has purchased 56,000 vaccine doses for a total cost of €460,000.
Portuguese Air Force airlifted a baby to the mainland for urgent medical treatment
On the 6th of October, the Portuguese Air Force deployed a Falcon 50 aircraft to airlift a 4-month baby from Funchal to Lisbon so as to get more specialised medical treatment. The aircraft, carrying a military nurse and a civilian
medical team, departed at 14h00 from Lisbon Airport and landed in Funchal at around 15h30. Afterwards, the baby was airlifted to Lisbon, where an INEM team took him to hospital. This was yet another Air Force deployment for the benefit
of the civilian population. The Air Force is regularly called upon to airlift patients from the Madeira region to the Portuguese mainland and from Porto Santo to Madeira Island so as to get more specialised medical treatment.
Petition asking for the Mainland-Madeira ferry service to resume
On Wednesday, the group “Ferry o Ano Inteiro” launched a petition asking the Portuguese Parliament to discuss the resumption of a ferry service between the Portuguese Mainland and Madeira. The creators of the petition believe it is not
acceptable to be dependent on air transport that is subsidised by the state, that affects people with certain health conditions or phobias and who would like to carry personal and commercial goods, domestic animals, etc.
They added that a big advantage of a fast, robust and comfortable ferry is the ability to carry passengers, along with their cars, cargo, including perishable goods. So far, the petition has more than 450 signatures and has the backing
of Associação de Motociclismo da Madeira, Associação da Madeira de Todo Terreno and several other institutions.
Free use of the Airport car park for cemetery visitors
After negotiations between the Municipality of Santa Cruz and ANA-Madeira Aeroportos, it was announced that one of the airport car parks will have a period of time in which cemetery (Cemitério de Santa Cruz) visitors can park their cars
for free. Car Park number 8 has been adapted so that cemetery visitors can park for 1 hour, free of charge. After 1 hours, cemetery visitors will be charged the same amount that is paid at Parque 7 (P7), which is located next to the
cemetery. According to the Municipality of Santa Cruz, the population had long desired this. A map of this location can be found on the following website (it is written “Estacionamento Para ao Cemitério” on the map):
Road closure between Estreito da Calheta and Jardim do Mar
There will be a road closure between Estreito da Calheta and Jardim do Mar due to the construction of a new tunnel that will connect the two parishes. The road will be closed from Monday (12th October). Meanwhile, several restaurants in
the area have announced they will be closed for at least the next 3 months.
Water supply disruption
There will be a water supply disruption on the 12th of October, due to scheduled work on the water supply chain in the Municipality of Câmara de Lobos. The disruption will take place from 9h00 until 13h00 and affect Marinheira (Parish
of Estreito de Câmara de Lobos).

Covid-19 update
There were 16 new Covid-19 cases in Madeira since the previous Madeira Situation Report. On Wednesday, there were 4 new Covid-19 cases (from 2 passengers who had arrived from Lisbon and Tagus Valley region, 1 who had arrived from
Northern Portugal and 1 who arrived from the UK) and 3 recoveries. On Thursday, there was 6 new Covid-19 cases (from 3 passengers who had arrived from Poland, 2 who had arrived from Northern Portugal and 1 who had arrived from France).
And on Friday, there were 6 new Covid-19 cases (from 2 passengers who had arrived from Poland, 1 each from the UK, Senegal and the Lisbon and Tagus Valley region and 1 case of local transmission) and 4 recoveries.
There are currently 69 active cases, of which 59 were imported and identified through screening at Funchal Airport, while the other 10 were a result of a local transmission. So far, there have been 234 cases and 165 recoveries. Madeira
remains the only Portuguese district and autonomous region without any deaths from Covid-19.
There are currently 39 patients in isolation at a dedicated hotel, 29 patients in isolation at their own accommodation and 1 patient is in the Covid-19 unit at Hospital Dr. Nélio Mendonça.
There are currently 8 suspected cases under epidemiological investigation and analysis. As of Tuesday, there had been 1,678 suspected cases, of which 1,460 were not confirmed.
There are 7,048 people under active monitoring and 7,764 people in self-monitoring. Monitoring is being carried out by the health authorities of the Region’s Municipalities through the ‘MadeiraSafetoDiscover’ app.
As for Covid-19 testing on passengers who had arrived at Funchal and Porto Santo airports, 71,103 samples had been collected until Friday (at 17h00). Overall, as of Thursday, 116,841 samples had been processed in the Autonomous Region
of Madeira.
As for testing on Madeira-bound passengers, before flying from the mainland, 30,239 tests have been carried out so far in mainland laboratories. The Madeira Regional Government had signed an agreement with several laboratories so that
Madeira-bound passengers could be tested for Covid-19 before their flights to Madeira. The tests are paid for by the Madeira Regional Government.
The SRS 24 helpline (Regional Health Service – 800 24 24 20) received 117 calls from Tuesday to Friday. Overall, the total number of calls made to this helpline is 13,115. The Covid-19 mental health helpline (219 212 399 – available

Passengers arriving from Madeira exempt from quarantine in Scotland
From today, passengers arriving in Scotland from Madeira will no longer be required to self-isolate. This was already the case for England, Wales and Northern Ireland. A reminder that passengers travelling to Madeira or Porto Santo must
take a Covid-19 test before travel or on arrival.

Depression Alex to have little impact on Madeira
Depression Alex is due to hit the Portuguese mainland during the weekend. As far as the Madeira region is concerned, it will not have any effect on the wind, rain and temperatures. A little rain is a possibility and temperature in the
south shore of Madeira is likely to be 25-27 ºC. The biggest impact of the depression is likely to be at sea. On Saturday there could be 3-metre high waves in Porto Santo and on the north shore of Madeira.
Free entry to Madeira Aquarium
In October, the Municipality of Porto Moniz is providing free entry to the Madeira Aquarium under the “Porto Moniz Revitaliza + Voucher Card” scheme. Visitors will receive 1 voucher for free entry to the Madeira Aquarium if they eat or
stay in the Municipality of Porto Moniz. The scheme is aimed at visitors who eat in the municipality’s restaurants or who stay in accommodation in the municipality. Customers will receive 1 voucher for each €15 spending in a
municipality eatery. For example, a family who spent €45 in a restaurant will receive 3 vouchers for free entry in the natural swimming pools. Customers who stay in accommodation in the municipality, including local accommodation, will
receive 1 voucher per person, no matter how much it cost.
Vouchers can be collected daily, from 10h00 to 18h00, in the customer office (balcão de atendimento) at Espaço Multiusos do Porto Moniz. Receipts proving consumption/stay must be presented so that they can be converted into vouchers.
