The responsibility for policing Lisbon City is under the the PSP, specifically the Lisbon Metrpolitan Police Command. The area is divided into five divisions (Divisions 1 – 5) who are responsible for day to day policing patrols, as well as crowd management at events, traffic policing and investigation into certain categories of crime. The PSP no 1 division covers the Lisbon city centre. This area comprises the Baixa, a grid of streets north of the Praça do Comércio, roughly between the Cais do Sodré and the Alfama district beneath the Lisbon Castle, and extends northwards towards the Rossio and Figueira squares and the Avenida da Liberdade, a tree-lined boulevard noted for its tailoring shops and cafes. It also covers part of the Bairro Alto just to the west. These are some of the most popular tourist areas, such as the Elevator Santa Justa, with many shops, bars and restaurants. The rail terminus at Cais do Sobre is the rail link to Cascais. The no 28 tram passes through Chiado, a very popular tourist route.
PSP Division 2 covers the eastern part of Lisbon including Parque das Nações, which was created in 2012 from parts of the parishes Santa Maria dos Olivais, Sacavém and Moscavide. The population in 2011 was 21,025, in an area of 5.44 km². The important rail, metro and coach interchange at Oriente, are in this area as well as the Vasco da Gama shopping centre. The area is a major tourist point on the main railway line from Faro to Porto as well as a metro link to Lisbon international airport. The PSP Lisbon Metropolitan Command Headquarters is at Moscavide in the northern part of the division.
PSP Division 3 is geographically the largest of the five divisions, located in the north west of the city. This is the area where the main football stadiums are located and the venues of the home teams of Benfica and Sporting Club Portugal. Home matches at these venues often draw large crowds and the PSP undertaken major traffic and crowd management operations to cope with the numbers. The areas to the west contain some of the more modern housing estate development from where many commute to the main city area.
PSP Division 4 extends along the coastline of the River Tejo from Alcântara in the east beyond Belem in the west. This is also a major area for tourists, one major attraction being the Belém Tower. This was constructed to guard Lisbon from sea bound attacks and was positioned in the centre of the Tejo Estuary but today, due to changes of river flow, the fort is now located on the banks of the Tejo River. The area near the coast comprises a number of museums and Embassies, as well as parks. The pink Belem Palace is the official residence of the President of Portugal.
PSP Division 5 lies to the south east of Lisbon city, including the area of Penha de França. This tops one of the seven Lisbon hills, perched 110 meters above sea level. Some of the best views of the city are available from this vantage point as one looks out over the city to the Northeast. Conversely, the Penha de França church’s domes appear on Lisbon’s horizon. As a lesser-known area, Penha de França’s excellent location, good social facilities and a good public transportation network support quiet yet active lives. The coastline on the River Tejo has a number of mooring points for large cruise liners from all over the world.
