A flight to Lisbon made an emergency landing in Toulouse, France. The flight departed Basel on 3rd August at 20h00 and landed a few minutes, later in Toulouse. The flight was diverted due to technical problems.

On 3rd August a woman aged 40 years was arrested at Lisbon airport in possession of 2.3 kgs of cocaine, sufficient for around 23,000 doses. The drugs are worth around €120,000. The woman who had arrived on a flight from Brazil, was in a wheelchair wearing a leg cast.

SEF officials had stopped the person because of irregularities in her documentation. It was then discovered that she was not suffering from any injuries. A search was conducted and the cocaine was discovered inside the frame and tyre of the wheel chair. Officials stated that this was the first time they had come across this way of hiding drugs.

On 1st August, workers at “Rent-a-car” in Lisbon discovered a €50 bank note in a vehicle returned to them. The hirer returned the vehicle at around 1900 hrs and paid for the hire. Subsequently when the car was cleaned the counterfeit note was found. Attempts to contact the hirer, reportedly from the Central African Republic, using his mobile contact number failed. The case is being investigated by the Judicial Police.

On Monday 1st August a van carrying tobacco was ambushed by four persons in possession of firearms. The driver is not believed to have been injured but an undetermined amount of tobacco and cash was stole. The case is being investigated by the Judicial Police.

In 2015, 151 people died and over 360 were injured as a result of terrorist attacks in the EU. Six EU Member States faced 211 failed, foiled and completed terrorist attacks. 1 077 individuals were arrested in the EU for terrorism-related offences, of whom 424 were in France only. 94% of the individuals on trial for jihadist terrorism were found guilty.

This general overview is an important part of the EU Terrorism Situation and Trend Report (TE-SAT) 2016, which Europol released on.

The map shows the number of failed, foiled or completed terrorist incidents, and the number of persons arrested.

In Portugal there were no incidents but two separatists were arrested.

In addition, Europol releases a brief assessment of recent terrorist incidents that highlights the operational difficulties in the detection and disruption of lone actor attacks. In the TE-SAT 2016, Europol stresses that such attacks remained a favoured tactic by the Islamic State and al-Qaeda, and both groups have repeatedly called on Muslims living in Western countries to perpetrate lone actor attacks in their countries of residence.

Rob Wainwright, Director of Europol: “In 2015 the European Union experienced a massive number of casualties caused by terrorist attacks. In this context, Europol made use of its unique capabilities to focus on supporting operational investigations to prevent terrorist attacks and identify and disrupt terrorists. The increased cooperation resulted in a much richer strategic intelligence picture, strengthening the 2016 TE-SAT report and Europol’s ability to advise political leaders and legislators and inform national authorities in the setting of threat levels.”

The TE-SAT 2016 outlines two worrying developments: the overall threat is reinforced by the substantial numbers of returned foreign terrorist fighters that many Member States now have on their soil, and the significant rise in nationalist (xenophobic), racist and anti-Semitic sentiments across the EU, each resulting in acts of right-wing extremism.

The report brings to light the fact that a significant percentage of all foreign terrorist travellers in Syria/Iraq are now female.

On the other hand, there is no concrete evidence to date that terrorist travellers systematically use the flow of refugees to enter Europe unnoticed. The investigations into the 13 November Paris attacks revealed however that two of the attackers had entered the EU through Greece as part of the large influx of refugees from Syria

On 28th July the Lisbon Metropolitan Command PSP, through the Police Division Amadora in an operation to prevent and suppress crime, arrested three men, aged between 19:33 years of age for trafficking in drugs and theft.

In the course of a 3 month investigation, it was found that many people were entering the neighbourhood of the Bairro da Estrada Militar – Amadora to acquire drugs. In a parallel investigation which was carried out concerning robberies in the road, through snatching a group was identified at the CP-Santa Cruz Damaia Station.

The PSP deployed agents in order to intercept the suspects and conduct home searches where the following was seized: 11,678 Product Doses narcotic suspected Hashish; 3357.6 Product Doses narcotic suspected marijuana; 230g product narcotic suspected Ecstasy; 50 Product Doses narcotic drug suspected to be cocaine; 3 Rifles; one pistol; 11 x .12 calibre cartridges; 5 Mobile phones; 2 Precision balances and € 3940 in cash.

One of the arrested defendants was present at 1st examination and was remanded in prison.

The remaining defendants, with a criminal record for committing a number of crimes, will be present today with the Amadora Court to be applied to them as coercion.

On 11th July the GNR in Merceana, Alenquer, detained a man of 32 years, on suspicion of drug trafficking, in Carlsbad.

The arrest was made following a complaint concerning the existence of a plantation of cannabis. A house search was conducted where the GNR seized 21 cannabis plants, with heights between 54 cms and 2.06 meters, totalling about 8.226 kilos.

The suspect was charged and summoned to appear on July 12th, for first interrogation at then judicial court of Alenquer.

On 15th at 04.35 hrs the PSP Lisbon Metropolitan Police Command – Sintra Division arrested four men, aged between 19 and 22 years for robbery and the illegal possession of firearm in Rio de Mouro area

At about 23.00 hrs on the 14th, in the area of ​​Vale Mourão, two suspects approached a couple, 20 and 27 years of age, and under threat of firearms, attacked and stole a bunch of keys belonging to the victims and then fled in a vehicle that has been identified by victims.

The PSP were alerted and undertook an operation to locate the suspects.  at around 04.35 hrs they located and identified the said vehicle with four suspects. They then conducted a search of the vehicle and the following items was seized:

One 7.65mm calibre pistol with five rounds of ammunition; one alarm gun; one bunch of house keys (belonging to the victim).

The Detainees were on Saturday, attended the Judiciary of the Lisbon West District Court,  Mafra for 1st Judicial Interrogation, having been imposed the measure of making weekly reports to police..
